1. Pursuant to the provisions of reference (a) Subject,
hereinafter referred to as Petitioner, filed enclosure (1) with
this Board requesting, in effect, that the applicable naval record
be corrected to establish entitlement to an Enlistment Bonus for
Source Rate (EBSR).

2. The Board, consisting of Mr. Ruskin, Mr. George, and Mr.
Exnicios, reviewed Petitioner’s allegations of error and injustice
on 10 September 2014 and, pursuant to its regulations, determined
that the corrective action indicated below should be taken on the
available evidence of record. Documentary material considered by
the Board consisted of the enclosures, naval records, and
applicable statutes, regulations and policies.

3. The Board, having reviewed all the facts of record pertaining
to Petitioner’s allegations of error and injustice, finds as
follows:

a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and
regulations within the Department of the Navy.

b. In correspondence attached as enclosure (2), the office
having cognizance over the subject matter addressed in Petitioner's
application has commented to the effect that the request has
partial merit and warrants partial favorable action.

CONCLUSION

Upon review and consideration of all the evidence of record, and
especially in light of the contents of enclosure (2), the Board
finds the existence of an injustice warranting the following
corrective action.

RECOMMENDATION :

That Petitioner’s naval record be corrected, where appropriate, to
show that:

a annex D to the DD Form 4 ie dated “10 dune 2011", wide “95

October 2011". This change establishes entitlement to the following
enlistment guarantees:

Option (1) Advanced Technical Field Explosive Ordnance Disposal

(ATF/EOD 6YO) Challenge Program
Option (2) “Enlistment Bonus for Source Rate (EBSR) $8,000

Bonus”, vice “Enlistment Bonus for Source Rate (EBSR) Siz2, 600
Bonus”.

b. Note: Relief in excess of above must be denied because

GENADMIN 181330Z Jan 12 which was the message in effect when
Petitioner reclassified, only authorized $8,000 for members
reclassifying into the ATF/EOD skill 6YO.

c. The Navy Personnel Command (PERS-811), PSD Charleston, oF
Ballston Spa, New York will pay the EB entitlement as appropriate
(provided all EB criteria have been met, and Petitioner successfully
completes EOD training and is designated in the EOD skill).

d. A copy of this Report of Proceedings will be filed in
Petitioner’s naval record.
